  Lead Partner's obligations
Since the Community initiative Interreg III B Medocc promotes the role of the Lead Partner, this latter has to abide to a certain number of major obligations:

Legal and Financial Obligations:

  • He/She represents all the partners in the relationships with the Payment Authority (PA), the Joint Technical Secretariat (JTS) and the Member States, as well as with the European Commission.

  • He/She is the beneficiary of the ERDF funding in the context of the Medocc program. Therefore, the Lead partner signs the document of agreement of the EU contribution and all the obligations that result from it.

  • He/She is the person in charge for the general coordination of the project, as well as its realization, accountancy and financial management.

  • He/She is committed to respect the convention signed with each partner aiming at regulating mutual relations and defines the working method for implementing activities, transfer of funds and accountancy of the project.

  • He/She collects the reimbursement requests of the expenditure certified by the partners, proceeds with the payment of ERDF funds and transfers to the other partners, the soonest possible, the whole amount of their respective quotas.

  • He/She organizes and holds the overall accountancy of the project (relating to ERDF and the national contributions), and collects all accountancy receipts.

  • He/She keeps and makes available, on request of the EU Commission, the Managing Authority and the national coordinators, all documentation relating to the implementation of the project, up to three years after the payment of the balances.

  • He/She makes sure that each partner holds an accountancy relative to his participation in the project.

  • He/She accepts the control of the competent EU community authority and public authorities that co-finance the project as far as the project's performance and approved subsidies are concerned.

Obligation of Publicity & Information:

  • The Lead Partner agrees to guarantee information and publicity activities of the approved operation with respect to the Regulation (CE) n° 1159/2000 of 30 May 2000.

 General Objectives
- To contribute to harmonious territorial integration in all the European Union.

- To encourage the transnational, cross-border and interregional cooperation.

- To lead to a real mobilization of the field performers, with preferential support to shared projects involving several partners of various countries.
 3 Strands
This community initiative is structured in 3 fundamental points:

> Strand A: Cross-border cooperation: between contiguous territories and also with the external borders of the European Union and some maritime areas, in order to put into action common development strategies.

> Strand B: Transnational cooperation: between national, regional and local authorities within main geographic areas set determined by the European Commission and the Member States.
The Commission defined thirteen areas such as the Atlantic Area, the North Western European Area, the South Western European Area, the Western Mediterranean Area and the Caribbean Area, just to name a few.

> Strand C: Interregional cooperation: between actors gathered in sets of multiple not adjacent regions of the European Union that involve the presence of regions located in Third countries, in particular the 10 new Member States. Hence, have been defined four areas: North, South, East and West.
